The road to peace in Lebanon?

On June 26, 2026, Lebanon-Israel negotiators agreed on a joint 14-point plan in Washington.

This plan must be the way to a lasting peace. The fact that the plan also has far-reaching effects, such as the complete disarmament of Hezbollah and the complete dismantling of the infrastructure, naturally creates tensions at the same time.

The coming period will be exciting, it offers opportunities for a definitive solution to the long-standing conflict. This path will not be easy, but it is a first step. A step that is necessary in any armed conflict, in order to move forward and look for a definitive end to hostilities.

Below is the text of the 14-point plan:

1. Text of the tripartite framework agreement between the United States of America, Israel, and Lebanon1. Israel and Lebanon affirm the right of each state to exist in peace, and their shared desire to live in security as two sovereign, neighboring states. Israel and Lebanon declare their determination to end the conflict definitively, address its root causes, and thereby formally end any state of war between them. This framework, reached after multiple rounds of direct negotiations between the two sides, builds on previous successful agreements and understandings, and expresses the determination of both countries to make irreversible progress toward a comprehensive resolution of all outstanding issues. Both countries affirm their resolve to settle these issues as two sovereign states through direct bilateral negotiations, mediated and supported by the United States.
2. The Governments of Israel and Lebanon commit to a mutual, sequenced process with clear terms, under which the Lebanese Armed Forces will restore their effective sovereignty over all Lebanese territory, pending verified disarmament of non-state armed groups and the dismantling of associated infrastructure, enabling the Israeli military to redeploy gradually outside Lebanese territory. The components of this process will be detailed in a security annex, prepared with full U.S. support, that will complement this framework. The framework will define the necessary measures, security arrangements, and verification mechanisms to drive this process forward. Successful implementation of this framework will pave the way for a stable and peaceful relationship between the two countries, and will enable the Israeli military to redeploy out of Lebanese territory.
3. Pursuant to the security annex, and as part of broader efforts to ensure the Lebanese state’s monopoly on weapons and sovereignty over its territory, the Lebanese Armed Forces will progressively assume full and effective security responsibility in pilot areas, which will serve as a mechanism for the phased and carefully verified redeployment of the Israeli military and the deployment of the Lebanese Armed Forces. The Israeli military and the Lebanese Armed Forces have agreed in principle on two areas; future pilot areas will be agreed upon by mutual consent. Once the successful disarmament of non-state armed groups and the dismantling of their infrastructure in these areas is verified, the Lebanese Armed Forces will assume full and effective security responsibility there, internationally supported reconstruction efforts will begin, and Lebanese civilians will be able to return safely to these areas under the exclusive control of Lebanese authorities. The United States intends to work closely with both countries to verify and support this process.
4. The Government of Lebanon reaffirms its unwavering and constant commitment to restoring and exercising full sovereignty over all its territory. The Government of Lebanon will work to rebuild the state’s monopoly on the use of force, achieve the complete and documented disarmament of all non-state armed groups, and ensure that such groups have no military, security, or armed role or capabilities anywhere in Lebanon. The Government of Lebanon requests the support of international partners, particularly Arab states and led by the United States, to achieve this aim.
5. The Government of Israel affirms that its military operations in Lebanon are a direct result of the attacks, threats, and hostile intentions of non-state armed groups, particularly Hezbollah. The Government of Israel affirms that ending this threat, through the disarmament and dismantling of these groups throughout Lebanon, together with additional security arrangements agreed upon between the two countries, will eliminate any future need for Israeli military action or military presence in Lebanon. On this basis, the Government of Israel declares that it has no territorial ambitions in Lebanon.
6. The Government of Lebanon affirms, in accordance with the UN Charter and in the exercise of its sovereign authority, that its security forces bear exclusive responsibility for Lebanon’s security and defense, and that the Government of Lebanon is the sole sovereign authority in declaring war and peace. The Lebanese government rejects claims by any state or non-state actor to use force on its behalf without its explicit authorization, and reaffirms that any claim by any state or non-state actor to exercise a military or security role is illegal under Lebanese government decisions and contrary to Lebanese national interests.
7. Both the Lebanese government and the Israeli government affirm that nothing in this framework prevents either of them from exercising their inherent right of self-defense, as recognized in the UN Charter and consistent with applicable international law, while reiterating that no third party may exercise this right on their behalf. The two governments commit to establishing a military coordination group, with the support and participation of the United States, to ensure the full implementation of this framework.
8. The two countries affirm their shared goal of a secure and reconstructed Lebanon, under full Lebanese sovereignty, in which no non-state armed group poses a threat to Israel, Lebanon, or the citizens of either country. Furthermore, the two countries recognize that restoring security in southern Lebanon through the deployment of the Lebanese Armed Forces, the safe return of civilian populations, and ensuring the security of residential communities in northern Israel are essential to achieving long-term stability and peace.
9. The Government of Lebanon commits to a rigorous, performance-based program to enable the Lebanese Armed Forces to extend full military and security control inside Lebanon in accordance with the security arrangements agreed upon in the framework of the negotiations, and to disarm all non-state armed groups and exercise effective authority throughout Lebanon. The Lebanese government welcomes the readiness of the United States to support these efforts, while recognizing that any new U.S. assistance will be strictly conditioned on the achievement of specific, verifiable milestones, full transparency, the delivery of concrete results, and continuous oversight. This endeavor will allow Lebanese sovereignty to be re-established in a secure and orderly manner, and will contribute to broader stability and security across the entire Middle East region.
10. In a separate, concurrent track, the United States will mobilize international partners to effectively support the Lebanese government in rebuilding the country, repairing infrastructure, reviving the economy, and creating opportunities for prosperity. This is expected to include the mobilization of substantial reconstruction and humanitarian assistance for Lebanon, economic recovery programs, and investment initiatives, allowing Lebanon to recover from years of conflict and to offer a better future for all its citizens.
11. Lebanon and the United States commit to preventing the flow of funds to any entity, organization, or individual affiliated with non-state armed groups, and to take available legal measures to prohibit the activities of any such entity, organization, or individual. The Lebanese government explicitly commits to preventing reconstruction funds from reaching non-state armed groups and their associated entities.
12. Upon signing this framework, the two countries will form working groups to draft the comprehensive and complete peace and security agreement. Furthermore, to achieve the objectives of this framework, the two governments will immediately establish complementary tracks for direct and continuous communication, facilitated by the United States. The two governments commit to proceeding in good faith until a full and lasting peace is achieved, bringing security, stability, and prosperity to the peoples of Israel and Lebanon.
13. In line with their shared goals of establishing stable and peaceful relations, Israel and Lebanon commit to taking good-faith, confidence-building measures, including halting all hostile or antagonistic actions in international political or legal forums. They also undertake to work on locating and returning remains and releasing detainees.
14. The two governments acknowledge the role of the United States in supporting their efforts to end decades of conflict and establish lasting stability and comprehensive peace between the two countries, and express their profound appreciation for President Donald Trump’s vision and leadership.
